After you get yourself sign up to startlogic web hosting, what you need to do next is to upload your webpages and files over to startlogic server, and the only way you can do that is through FTP client. There is wide variety of ftp client that you can use, including smartftp or ws_ftp program. But my all time ftp program is the free ftp client called filezilla, available for free download at http://filezilla-project.org/
From startlogic web hosting, you will find the startlogic file manager. Here is where you can manage your files and foldering at the server. Although you can do through FTP client as well.

I use filezilla and uploaded my files that are in a folder AURORA-NOVATO.COM. I got into the server successfully and placed the folder in the Public Html folder but I still see the ‘website under development’ window. I’d appreciate the help.

you need to remove the default.htm or index.htm that having the “website under development’ content… find it in /public_html folder.
